I hear we attempted some sort of custom repo, but it's no longer a thing. Now it's causing problems, since it has a higher priority than upstream repos and is failing to downgrade ldap and other packages.

Yeah, I think @yuvipanda was testing a custom apt repo at one point. If that's what you're looking at (I wouldn't know for sure either) then it can definitely be removed.
