Develop Page Content Service for Reading Clients

Description

The PCS is the next major version the mobile sections end point.

Major enhancements and refinements will include:

  1. Focused on the Reading use case and all Rating clients rather than just Mobile
  2. Better encapsulation of HTML changes for both code organizations ease of upstreaming changes
  3. More structured data for current and future use cases
  4. Improved performance by separating different data into different APIs
  5. Better separation of concerns by separating it logically from "feed" and discovery APIs in the Mobile Content Service
