Happy to see this project evolving, I can't wait to test it!
I've added the announcements tags for the newsletter. When this feature will be available on Beta, we will tell the communities.

@Trizek-WMF It's not ready for community testing yet. There is no UI, no delay yet and there are some other known issues (such as T169359: Add comment to notification rendering).

Tags can stay. The task will be triaged as "not ready to announce" until something is ready for testing. :)

Patch has been merged. What is left to do in this very task?

@Eee888: I am resetting the assignee of this task because there has not been progress lately (please correct me if I am wrong!). Resetting the assignee avoids the impression that somebody is already working on this task. It also allows others to potentially work towards fixing this task.
