After the API patch is merged (so it only generates notifications on request instead of on signup), let's enable this on the Beta Cluster for testing.

@Trizek-WMF It's not ready for community testing yet. There is no UI, no delay yet and there are some other known issues (such as T169359: Add comment to notification rendering).
Tags can stay. The task will be triaged as "not ready to announce" until something is ready for testing. :)
