Remove term_entity_id during database schema update when term_full_entity_id is used instead

Description

If term_full_entity_id is used for both read and write operations, and it is fully populated (i.e. does not contain any NULLs), it could be dropped during database schema update.

Stalled as we are trying not to touch the table, instead migrating away from it.

the wb_terms table is being removed in T208425.

In preparation for that I am simply going to close this task.
