I've recently had issues with two URLs:

https://www.whitehouse.gov/sites/default/files/microsites/ostp/nsci_fact_sheet.pdf
http://msdn.microsoft.com/en-us/beginner/hh182234.aspx

Both are dead, but (presumably due to incorrect HTTP response codes returned) were initially treated as alive by the bot. I then manually marked them as dead, but they have since reset to "Subscription site" and cannot be changed. This could be due to a domain level lock, but the code does not currently show me that. If that turns out to be the case, then this ticket is a feature request for displaying details of a domain-wide lock to unprivileged users, and for some facility to report these errors.

If you see that status, and are unable to change that means that status is set at the domain level. What you are seeing is what everyone including me sees, and can only be changed at the domain.
