There're plenty of requests on Phabricator to lift IP caps. Proceeding them needs developer and sysadmin assistance. I think it's useful if admins or bureaucrats can do them on wiki, without modifying $wgAccountCreationThrottle (and thus throttle.php in Wikimedia setting).

For users in Wikimedia projects we can add them to account creator group (which exists in every Wikimedia wiki), but we can't do that for IPs.
