Order of operations for mailman filtering

In the Wikimedia mailing lists on which I'm a list administrator, the spam filter rules which are shown under (for example) https://lists.wikimedia.org/mailman/admin/wikimedia-cascadia/privacy/spam are applied before the sender rules which are shown under (for example) https://lists.wikimedia.org/mailman/admin/wikimedia-cascadia/privacy/sender. I would like to reverse this order for at least one of "my" mailing lists, because I want to discard posts from nonmembers before attempting to filter the remaining emails for spam.

The overwhelming majority of spam comes from nonmembers, but occasionally a member's post is rejected by a spam filter, and if I change the spam filter settings to hold rather than discard that will save the member's email but currently has the unfortunate side effect of also holding a large volume of spam that would have been discarded if the nonmember sender rule was applied first. If the nonmember sender rule is applied first then it is more reasonable to set the spam filter rules to hold rather than discard, and reduces the workload on list administrators.
