That's not direct URL. Let me explain. If I download your URL at the server (you may simulate it by opening the URL and pressing Ctrl+S), I got an HTML document. Server can't click at the download button :). That's the reason why I've reuploaded the files. Also there needs to be a description file (with {{Information}} template in it).

You can't do anything else now (as well as I can't). You must wait till somebody with access process this request. I have no idea when he will notice this. Just watch the task :).

By the way it should be possible to convert files up to 20 GB by https://tools.wmflabs.org/videoconvert/index.php. Files bigger than 4 GB can't be uploaded directly (and files bigger than 150 MB only with chunged uploading) so the tool offers a link to request a server-side upload here :).

[Blatant Advertisement] https://tools.wmflabs.org/video2commons/ uses async chunked uploading which would avoid server side uploads in most cases.
