Facilitate finding automated translated paragraphs that are not manually edited/corrected

Description

Translators may accidentally leave some paragraphs without reviewing, which results in low quality machine translation to be published as part of the article. We want to find ways to draw the user attention towards those missing pieces at the right time.

Currently we show a message when the translation has a high level of unedited machine translation, and we show a reminder when the user tries to publish. In both of those cases we can highlight the paragraphs that need more attention.

I don't think we need to highlight the unedited paragraphs always as the user edits. That may be sending too many distracting signals while the user may be still working on the translation, but I think it make sense to make it easy to find the paragraphs to review when we raise such issue.

Currently we show a message when the translation has a high level of unedited machine translation, and we show a reminder when the user tries to publish. In both of those cases we can highlight the paragraphs that need more attention. In any case we may want to check first whether the current messages are showing at the right cases of unmodified content, and adjust their sensitivity if needed. For this it would be great to have a way to count the articles that were published despite the warning being shown (we discussing adding a specific edit tag for those, but I'm not sure that has been done yet).

I updated the ticket. More design details will be added as we focus on the warnings area for CX2.
