librenms - syslog stopped working after migration

as reported by @ayounsi , since the migration of librenms to netmon1002 (T159756) syslogs stopped updating at:

After following some red herrings like thinking it's about ferm/firewall and IPv6,... it turned out it wasn't and killing php /usr/local/sbin/librenms-syslog and letting it start again fixed it.
