Consider a lower virtual node count

Description

A Cassandra cluster is partitioned num_nodes x vnodes ways, and there are trade-offs made between lower and higher overall counts (less per-partition overhead, think: anti-compaction generated write amplification versus better distribution, more incremental, etc).

The default value of 256 was largely aimed at creating reasonable distribution on smaller clusters, and at certain cluster sizes it may make sense to think about using fewer vnodes.

After some discussion it was determined that it wasn't obvious that deviating from the default would be worth the trade-offs, and that introducing more variables at this time would be counter-productive to the broader goals.
