While testing ContentTranslation dashboard, I noticed that recommendations take a very long time to appear. It seems the service is taking ~10 seconds to complete each request, such as https://recommend.wmflabs.org/types/translation/v1/articles?source=es&target=ca&seed=Cascada%7CLuxemburgo&search=related_articles&application=CX
