Collect error logs from jobchron/jobrunner services in Logstash

Description

Follows-up:

The logs for the jobrunner and jobchron service are not indexed by Logstash. This task is for making sure those logs don't remain just on the local disks, but are actually indexed by Logstash.

Unless there have been changes I missed while on vacation, @aaron is part of Performance-Team, not MediaWiki-Platform-Team.

Yeah that list should be updated. I happen to investigate things there often (for now), though it's not really in my team domain.

Let's just make an explicit note that right now the JobQueue has only you listed as any kind of maintainer (!!!!).

Adding #mediawiki-platform-team#performance-team as @aaron is maintainer of the jobqueue (per https://www.mediawiki.org/wiki/Developers/Maintainers ).

Just for the record, that table is for the MediaWiki core component "JobQueue", e.g. MediaWiki-JobQueue. This task, however, is in WMF-JobQueue which is a separate non-mediawiki PHP service, in the mediawiki/services/jobrunner repo.
