Investigate and consider keyboard-only focus for OOUI widgets

Description

A new CSS-only keyboard only focus “outline” approach got published by R. Komarov. CodePen example.

  • Investigate if there are technical restrictions, like cross-browser behaviour of our support matrix. Author already mentions impossibility of <in­put type="but­ton">, which could be neglect-able in our case.
  • Clarify with designers if they're in support with it
  • Look for objections elsewhere
  • Implement if all above is checked positively

One minor thing that I'm cautious about with above approach is, that you lose outlines when clicking something, then it opens a window or tab and you're returning to the original view where there is no element focus highlighted.
We haven't had good indication before the big focus overhaul in OOUI, nor do we have consistency of focus states of OOUI and elements apart like normal links (yet?).
But it might not be a deal-breaker for this approach as it spares out links which seem to me to be the ones where this would matter most.
