Was not aware of the separate tool for topedits. Still, the user case can be made that it is easier to have this in one tool instead of having to operate multiple tools. Furthermore the topedits tool shows only one namespace at a time whereas the current edit counter shows all namespaces. Showing "Top edited pages" also falls within the scope of an 'edit counter' so users may expect it here. The same can not really be said of the current section "Latest global edits" which is just a list view and does not count anything.

You can choose "All" from the namespace selector at https://xtools.wmflabs.org/topedits, this combines edits from every namespace rather than grouping them. Anyway, you're absolutely correct that this should live in the Edit Counter, just as it did before. The main issue is that things are already really slow as it is, but we plan to improve that with T163284. Once that's resolved we'll revisit adding more features.
