Require a Phabricator account as a prerequisite to getting Toolforge access

It was noticed in T172065 that numerous people have tools accounts/projects, but aren't on phabricator

I believe it should be a requirement for all new users to have logged into phabricator with the wikitech/ldap account or their WMF SUL account from before being granted access.

This means if they need to be contacted they can be CC'd on any appropriate tasks, without anyone having to go an dig up email addresses etc

I think all new accounts with ldap was stopped a while ago. But old accounts can still use ldap. All new accounts are from mediawiki.

@Reedy they need to update that. I believe someone around wmf has been meaning to update it but did not find the source code to do that.

Does new accounts work when signing in with a ldap account that has not be registered before?

I have never heard of any plan to disable LDAP account linking. There may be some sort of desire to make the Wikimedia account show up first so that people find that option easier.

It would be pretty easy to enforce the Phabricator account linking that is done at as a part of the Toolforge membership request process that is now handled at
