Make monument_configs accessible through API

Description

There is a lot of information available in our monument_config files. But right now you need to check out the repo to study them.

It should be fairly simple to make them available (as json) though the api.

Very good point. I had been thinking about that and was struggling with how to make the API aware of the configs (sure, the PHP would just cd there but that feels evil). Just symlinking is actually perfect.

One ln -s later, we can access the configs at https://tools.wmflabs.org/heritage/monuments_config/ad_ca.json

Nah it should be fine.

So I changed my mind and tried to enable directory listing for this one directory. My attempt (lightpd.conf on server) didn't work but it should not be too hard. Then we can link to the dir from the main index.
