When installing with a preexisting LocalSettings.php all of the steps that modify LocalSettings.php should be able to be skipped. The "Name" step has some fields (user & pass) that go into the database and others (wiki name) that go in LocalSettings.php.

"Administrator account" should be moved to a separate page so the "Name" step can be skipped.
