Use wikidata item Q5828850 for category redirect templates on wikimedia families

Description

wikidata item Q5828850 hold the category redirect templates which should replace the category_redirect_templates dictionary on wikimedia sites. Therefore site should have a category_redirect method with a fallback to the corresponding family method for other sites or WikimediaFamily class should have its own category_redirect method.
