Automatically disabled AbuseFilter rule is not really disabled
Closed, DuplicatePublic

Description

One of the abuse filters on azb.wikipedia.org has reached the automatic safety measure threshold of 5.00% - it is currently at 12%.

Editing the abuse filter says:

Warning: This filter was automatically disabled as a safety measure. It reached the limit of matching more than 5.00% of actions.

Yet, it is not actually disabled, and is still preventing edits every minute.

Event Timeline

Consequently, there have been no edits from anonymous users or new users on this wiki (azb.wikipedia.org) for almost a month (since July 22).

Anyone with less than 500 edits cannot edit the wiki, due to the AbuseFilter wrongly matching the empty string (due to the leading pipe in the group match regex pattern). This applies to all namespaces (e.g. including talk pages, user pages, sandbox etc.)

This also blocked auto-creation of accounts, so I couldn't login there (which broke CentralAuth quite a bit).
