User story

As a data-conscious user, I want to ensure that I'm only downloading articles and article packs using WiFi only.

Problem

Currently there is no setting in the app to download data only when on WiFi. This becomes especially problematic when downloading large 'article packs' if a user either (a) does not realise they do not have WiFi on and use a large amount of paid mobile data, (ii) has spotty WiFi so there is partial download using network data.

Proposed solution

• Add a setting to "Download article packs on Wi-Fi only" which is enabled by default
• Show a dialog to users if they try to download an article pack not on WiFi advising they must turn this setting off and they may incur the data charges.
