Improve FSP and CoC Procedures for our technical events

We have a lot of policies and training modules in places to set expectations for behavior at events. None-the-less there are still FSP reports at our events.
The documentation and our current procedues are a good first step but we need to be more to raise awareness, improve, and work on solving this.

I am beginning with a brainstorming email to WMF staff and will continue to work on this activity until Barcelona 2018 at which point the new program will be implemented and we will hold an awareness and feedback session.

Text to use at all events: "Please be aware of the friendly space policy and the code of conduct for technical spaces. Please realize there are different kinds of diversity. If you see something that you think is not okay, please do something. Someone else might need your help. If you don't feel comfortable reporting something that happened to you, ask someone else you trust to help you report it or report it for you. These policies exist to set clear expectations of behavior and we are committed to providing you with a harassment free conference experience. Photos of people you can talk to are on the main hackathon page on the Wikimania wiki."

Is this text being applied at the Wikimedia Hackathon and the Hackathon at Wikimania?

We had some nice identification of CoC / FSP members in Barcelona, we also managed to work well together and improve the opening statements at the event. I would like to keep doing work here so I am going to leave this task open for now.
