Why are we doing this?
Currently our TOC logic relies on the 'active' section being in the upper quarter of the screen. This causes some problems with needing to add room to the bottom of the article in order for the right section to trigger on the TOC.

Proposed design solution

• Utilize the top 75% of the view area to determine which section(s) are highlighted in the TOC
• Remove the blue indicator dot from H1s
• Highlight all active sections (H1 and below) in blue
