Description

We had a session at Wikimania, and it was good: T172845

We had an etherpad that lists a ton of qualities to add to a rubric, that is now on mediawiki.org: https://www.mediawiki.org/wiki/Best_practices_for_extensions

We started to tag them with REQUIRED, SHOULD, and GOLD.

Let's finish that tagging and publish for feedback.
