Create a straw-man for the Wikimedia Developer Summit 2018
Usually the dev summit is 150 people, in 2018 it will be 50.
We need a plan to determine how registration will work, what kind of submission paper is needed, and how people will be chosen to attend based on their submission in a way that is fair.
Specifically what questions should be asked during registration?
Who decides who gets to go?
Are the submissions anonymous?
What happens where there are more good submissions than their are spaces?
How do we ensure a balanced group of people (i.e. not a majority of WMF?)
Etc.
