Port the Kyrksök database indexing to Tool Labs

Description

Currently the script has to be executed from PAWS and then manually copied to Tool Labs.

It should be compatible with Tool Labs and be executed by a CRON task.

@Aklapper the project it self, has no project here but on Github, added it to my personal board for convenience(having my Wikimedia related tasks in one place).
