"Related Pages" missing from Desktop enwiki

Description

Hello, at the bottom of each English Wikipedia article (and maybe on other language versions) there are three "Related Articles" links at the bottom of each article. This used to be a Gadget in the Beta tab in user Preferences. The Beta Gadget is now gone, but Related-Articles still works on the Mobile-view of Wikipedia. This is a good thing, and desired. For example, I use the Related-Articles links as carrots to entice newbies to learn to edit Wikidata.

The issue is that Related-Articles links are no longer on the Desktop-view of English Wikipedia (and maybe on other language versions). I discussed this with Leila of WMF and she suggested contacting the Reading Team, but I feel this is a bug, and therefore suitable as a Phabricator task.

In this screenshot, using Brion Vibber's Mobile-view simulator, you can see that Desktop-view lacks the 3 Related-Articles links, whereas Mobile-view includes the three Related-Articles:

This is intentional. @ovasileva will be able to provide more details, but the English Wikipedia community explicitly asked for them to not be enabled on the Vector skin. If we want to revisit this decision, it is a straightforward config change (adding 'vector' to wgRelatedArticlesFooterWhitelistedSkins)
