Steps to reproduce:

Try to Ctrl+v at the bottom of the paragraph:

Paragraph appears at top.

Ctrl+V again, and text appears at top:

OS: Ubuntu 14.04 (64)
Browser: Google Chrome, Version 58.0.3029.81 (64-bit)

I've tested in Firefox (on same OS), and Copy-Paste works fine there.

Tried with text in browser, text from text editor. Only works with text copied from inside VE.

Paste works fine for me - can you give more precise steps with the exact way you copied the text, if reproducible?

Bah; turned out to be a chrome extension. Sigh.

For prosterity, the Emoji Keyboard extension breaks copy paste in VE. I would put some crying emojis here but it's too inconvenient now. :D
