Create a Bot-request project

Description

I think lots of tasks on phabricator can have a project where volunteers can find requests for bot creation, and pickup a task that they want to work on it.
Currently it's hard to sorting this kind of task.

I found 4 tasks that immediately come to mind because I'm a subscriber. Lots of other probably exist. But we need a tag for this :)

Currently I'd consider such tasks invalid so they don't need to be sorted.
Places like https://en.wikipedia.org/wiki/Wikipedia:Bot_requests already exist. Which problem will be solved by creating another place?

Here is my argumentation :)

Personally I think that en.wikipedia.org is not a place that can be used as a centralization. Bots requests that'll impact different wikis can logically take place on meta. But IMO phabricator is the best solution, because it's a place used by developers, and every volunteer that will play with code and tech things will come here. And I think that a lot if good idea are lost because we are missing this can of dashboard. With these developers will be able to purpose their idea to others, invalidate ideas or select one of them where they would like to work, and request help and feedback.

Note that Tools requests are very present too. Perhaps we can find a better name that includes both Tool + Bots requests.

Technical-Tool-Request already exists. Whether that tool (in the widest sense) should be a bot or some other thing is just an implementation detail.

@Framawiki: I do agree with the goal of centralization. But centralization does not happen by opening yet another place where people might discuss in parallel to all those other existing places (or not). :)

Have you reached out to https://en.wikipedia.org/wiki/Wikipedia:Bot_requests (and potential other places I am not aware of) and asked if a Phabricator project is actually wanted by those people who would "do the work"? Could you link to those thread(s)?
