There are scenarios in which a country may not officially sign up for running WLM, but, there's still opportunity to collect photos of the monuments of that country. This has come up in the past, and especially in 2017, it came up in the context of contributions through Flickr. It seems having a separate catch-all pool is desirable, in order to at last help documenting the monuments and not say no to those who want to contribute as part of Wiki Loves Monuments.
