Problem

Once users who have dismissed the promotional card on the feed for Offline Library or else gone through the user-education cards, it is not clear how to navigate to the Offline Library for online users.

Proposed solution

Add a notification 'dot' to the overflow menu and on the new menu item as a hint for users that there is a new feature added to the app.
