Personally, I don't think core needs a new preferences tab. Could it perhaps be enabled optionally, or by checking for the existence of Echo?

Keep in mind that not all wikis have Echo installed, and the minimum set of tabs is: User profile, Appearance, Editing, Recent changes, & Watchlist.

The important thing — from an interaction design standpoint — is that the Mute lists are visible on the same page.

I support having this be dynamic based on what extensions are enabled. For example, by default the email prohibit list could live under 'User profile' unless Echo is enabled, in which case the 'Muted users' tab would contain both Echo and Email mute lists.

@kaldari Did not think this was a good idea, but I know @CSindersWMF felt strongly about it.

@Samwilson mentioned that it would probably be best to have the tab created by the Echo extension. That way when Echo is not enabled, the Special:EmailUser prohibit list will remain in the existing Email section.

I'm of two minds for where these preferences should go. Because they will be used so infrequently, because we'd add in some many redirect links, and because I'd rather focus on more intuitive ways to Mute users (e.g. from the notification itself, from the email itself, from the user page, etc.) I don't think they need their own tabs.
