Marking as invalid, this is no longer going to happen.

The extension is being split, mediawiki specific stuff is landing in Wikibase, JS stuff is moving to a npm package loaded as a submodule and the rest will be a composer li.
Thus T180449 is relevant again, along with the new subtasks of T180454
