Steps to reproduce

1. Download the Wikimed TA article pack
2. Open the வங்காளதேசத்தில் இரத்த தானம் page
3. Open the TOC

Expected results
The table of contents has the same indentation for h2 and h3 sections as standard TOCs in articles.

Actual results
The table of contents wastes space. This isn't an issue with the above mentioned page but could turn out to be an issue with other pages that could have deeply nested pages like தமிழ்
