Modify existing index.html handling to not inject entire article html, but append transformed doc fragments for each section

Description

Wire up existing index.html handling to make request to bundled web server to get article section html JSON T175321, converting sections to headless doc fragments, and run transforms on them, then append them to document content div.

There are some cleanups which will happen as part of this because the way JS transforms are invoke changes.

Testing criteria
Use testing criteria on T175320

@ABorbaWMF @NHarateh_WMF I'm not sure how to test this. I have tested T175320 so if anything I did there would apply again here please let me know.
