Amend acl*stewards policies

Description

Please remove from acl*stewards that it be editable by Policy-Admins. There's no need for that I think. I tried to do so but I can't change that. Thanks.

Maybe T131766 includes reasons why this happened (cannot remember right now)

@Aklapper Having read back the whole Task, I cannot see any why Policy-Admins should have any access there. We ain't running a Space, it's just an ACL to use in tasks that should be visible to the group (via the Visible To dropdown for each task).

We also don't have an acl*stewards_policy-admins group either so none of us can alter the visibility policies of the tasks. I'm not sure why it was added there. Maybe @mmodell knows?
