Consider following DOI:

Forwarding to VisualEditor or API (REST) has two shortcomes:

Encoded < and > not unescaped:
- 10.1002/(sici)1097-4660(199801)71:1%3C15::aid-jctb773%3E3.0.co;2-8
URL lost part in brackets, now broken:
- http://onlinelibrary.wiley.com/doi/10.1002/(SICI)1097-4660(199801)71:13.0.CO;2-8/abstract

Is this a problem with VisualEditor (e.g. not encoding the data it's passing to Citoid properly), or an issue with Citoid?

This is a dupe, but it's an issue with service. <> are stripped for
security reasons.

I guess that T119494: Don't "strip tags" from DOIs is the task it's a duplicate of, so I'll merge this into that.
