2017 Community Wishlist wishes: Translatability

Description

This task is to track the work on translatability for the 2017 Community Wishlist.

The Wikimedia world is multilingual and the one true international language is translation. With that said, our processes tend to be in English, because we rely on volunteer translators. This is likely to be the case here as well. We will not be able to translate every wish and argument into all languages of the movement.

But we should make sure as much as possible is translatable, make it easy for translators and encourage translations if people want to make wishes available in more languages.

If we use preloaded text as a sort of template again, it shouldn't be just in English.

At the very least we should have a google translation available for proposals if we don't find translators.

@Niharika Or something like that, but there's a fair chance us pointing to a specific for-profit, not open-source solution would create unnecessarily distracting discussions/fights.

We ended up with the same system as last year. It's something. It's not perfect. Basically, the reason we couldn't do what we wanted to do has to do with the fact that the translation system can only recognise the user's language settings through Special:MyLanguage/ which broke links when we wanted translatable pages in a system based on transclusions and bots. We hope that introducing a new magic word might solve this next year.
