On 6d62e9ea8a5c @Bawolff granted the ability for mediawiki.org bureaucrats to flag users as accountcreator but forgot to assign those the ability to remove people from that group. He uploaded rOMWC30ee10d3c5f4 for that.
I scheduled that for SWAT yesterday but @zeljkofilipin refused to merge that because there was no Phabricator ticket or wiki discussion.
