I saw that there were certain groups on meta-wiki (local rights) but that are used by WMF people on the live server. Even though this is a test cluster, are those rights reserved for 'real' WMF staff only or can they be granted to (trusted) users if the stewards feel there is a need to?
P.S. Sorry if I sound out of place but clarification questions can't hurt.
@Sau226: Could you provide a specific example and link to those "certain groups"? Currently this might be too abstract to provide a good answer.

@Aklapper @Samtar I mean WMF Office IT and WMF Support and Safety. https://meta.wikimedia.org/wiki/Meta:WMF_Support_and_Safety and https://meta.wikimedia.org/wiki/Meta:WMF_Office_IT are the pages on the live server about these groups.
@Sau226 it would be highly unlikely these groups would be granted to non-WMF accounts, even on the beta cluster, given their intended use.
Did you need a specific right granted by one of these groups for testing?
No I was just wondering if those rights could be granted to non WMF accounts. Since this task says you can't grant these rights I now consider this task resolved.
The rights those groups grant on beta are fine to hand out (within reason - some of these are steward-level rights) there, but I'd at least change the name of the group before granting it to avoid impersonation concerns
