Set various gerrit repos to read only

Description

The following repositiory are not read only, but already archived (mw.org + test config, removed from mediawiki/extensions).

Please set read only:

All Gerrit repos set to read-only. Can't do the Diffusion repos :)

I've archived MediaWiki-extensions-Wikilabels and also took care of deactivating all linked Phabricator Diffusion mirrors. That said, the repos: rEWDE, R1898, rEVIN and rEBLM are not empty and I feel we should remove everything from them (except the .git.* files) and add an OBSOLETE file as we're doing with the rest of them. Those repos are marked as "read-only" on Gerrit so I can't do it.

@MarcoAurelio: @Florian: Thanks for your hard work to both of you! I have +2 rights to NumberOfComments, so I'll un-mark it and empty it, then mark that one as read-only again.

@MarcoAurelio I changed the repos back to "Active", so you can add changes to them now (I'm not doing it, as I don't have time now, and I don't see a reason doing it :]). Please give me a hint, when you're finished, so I can mark them as read-only again :)

@Florian Danke! I saw divided opinions on that practice. In one hand some see OBSOLETE files a waste of time, while others think they're needed for user awareness. In case of doubt I always take the bureaucratic approach :) Regards.

https://gerrit.wikimedia.org/r/#/admin/projects/mediawiki/extensions/WikidataEntitySuggester and all others are marked as read-only, except rEBLM. Meh. Just mark rEBLM as read-only again @Florian ; I don't feel like cloning 4 repos just to add a file on them.

Thank you. I've forced an update on R1898 to reflect the current repository status, and deactivated it again here.

@Florian SInce I modified the message above, I'm not sure if you were notified. Please mark as read-only all of them again. I don't feel like cloning a bunch of repos just to delete them afterwards and add a single file.

:D I'll change them to read-only again.
