If a logged out user goes to https://en.wikipedia.org/w/index.php?title=Tceqli&action=edit&redlink=1 or https://en.wikipedia.org/w/index.php?title=Tceqli&action=edit they are redirected to Wikipedia:New user landing page. Logged out users, however, should never be intercepted by ArticleCreationWorkflow.
