frack syslog collection running 1/2 hour behind

Description

During today's Big English test, it took a half hour for syslog entries to get from the payments hosts to the logging hosts. That's a really long time to be blind to problems!

I did! Hopefully that made the difference.

All the timestamps in /srv/log/remote are up to the minute so looks like this is fixed.
