Discarding the article selection in the "new translation" dialog should discard the whole dialog

Description

The dialog to select an article to translate (T111094) allows users discard their choice after selecting an article.
Clicking on the "X" icon leads the user to the previous status of the search field. However, closing the whole panel and going back to the initial state would be preferred.

That would simplify the workflow since we don't expect users to go into search-select-unselect-search cycles, and those users needing to do so can simply click the prominent "new translation" button.

Checked in cx-testing and cawiki (1.31.0-wmf.1) - dismissing New translation box (and overall UI look) works according to the specs.
