At this moment files are entering Category:Files with no machine-readable license after renaming. They can be removed from that category by doing a null-edit to the redirect that is created on renaming. This bug highly frustrates the monitoring of new unlicensed files, because hundreds of new files with a license per day are now poluting the category.
