CN shut off appears to not be hermetically sealed against disabled campaigns

In what I am coining "campaign seepage", campaigns that have long been disabled still seem to be triggering impressions according to pivot.

When you disable a campaign there is a distinct cool off period of anything up to 24 hours. And then after that there still seems to be a residual 1:1000-10000 level that although minor but that starts adding up to tens of thousands of page views over a few days.
