Currently the webplatform skin has no license, although it must be under sort of free license since it was originally under github.com/webplatform/mediawiki and then moved to Gerrit. What would the software licensing be?

There was a page about the licenses, it's now moved in webplatform.github.io/docs/WPD/License_and_Reuse
Although there are ways to revive the site, the name webplatform.org is set by the W3C's system team to redirect | to a now archived GitHub pages project. And is likely never going to be accepted to revive on that domain name.
