JQMIGRATE: jQuery.fn.hover() is deprecated in Translate LanguageStatsBar

Description

The weird thing here is that https://api.jquery.com/hover/ doesn't say it is deprecated. Has it been undeprecated or has the migrate plugin taken it's own stance what is and isn't deprecated?

It is deprecated, but the 3.2.0 deprecations haven't been published on api.jquery.com yet.
