When inlining a paste, the horizontal scroll bar is at the bottom of the text area. That is, you need to scroll down all the way down to see the scroll bar. See T177481 for example. You may need to resize the browser window to get the horizontal scroll bar.
This occurs in Firefox (56.0), but not in Chrome, where the Paste text is line wrapped so that there is no horizontal scroll bar.
This is a bit old, but I can't reproduce it against the currently deployed version of Phabricator on this install in Safari, Chrome, or Firefox. Not sure if it got fixed upstream or the Paste changed or if I'm just doing something wrong.
Here's what I see in Firefox (67.0.3) -- the text wraps so there's no need to scroll horizontally:
Indeed, text is wrapped in Firefox for me nowadays. Might have been an issue in Firefox? Cannot reproduce, hence boldly closing as resolved.
