Add feature to deactivate an account on arbcom-fi.wikipedia.org

Hi,

I heard that on stewards' private wiki Special:Block has a feature called "Disable user account" with the following description: "This page allows you to deactivate an account blocking write and read access from a specific IP address or username or to prevent the further use of an account. A deactivated user will be unable to log in to their account." Could you add this feature to https://arbcom-fi.wikipedia.org ? That would be very useful indeed and save us from the trouble of hassling with passwords when there is a need to deactivate accounts of former fiwiki ArbCom members.

So it seems, and when I blocked a test account, I got this message when I tried to login with it: ”This user is blocked. Login not allowed.” (I had tested blocking my own account in 2010, but I don't remember anymore what that test was about). Since blocking disables the login, my request is futile. We can just block accounts of former fiwiki ArbCom members. So I’ḷl change the status of this task to ”Resolved”.

(Later addition: OK, I noticed that this was deployed after 2010: [[:phab:T55871]]).
